Abstract

|
The purpose of this study is to explain why the vocational rehabilitation policy for the person with mental disorder resulted in a failure in spite of the development of the mental health program and vocational institution. To do so, this study explore the historical trends and outcome of the vocational rehabilitation policy according with the concept of path dependency in historical institutional perspective. The result of this study shows that the vocational rehabilitation policy for the person with mental disorder is depended upon the mental health policy inclining toward hospitalization and that the outcome of the policy is regressive. From the result, it can be implied that the mental health policy integrate into the vocational rehabilitation policy in the center of the vocational policy for the better outcome.
